In truth yes, nationality is a social construct and upon analysis it collapses. They’re basing their classification of immigrant bloodline on the basis of whether a player had a grandparent born outside of England or not. 4 of my great grandparents were born in Eastern Europe, though according to that I would be considered full blooded English.
