Why , if the club refuse to put out a team in the central league , which in my opinion is disgraceful, why should they be entered in the cup ???

Is the central league regular guaranteed competitive fixtures now with a mix and variety of level of opponent? The last time we were in something similar it sounded OK in theory. But then winter and the first team season fully kicked in and it ended up being weeks or months between games as clubs had other priorities. There didn't seem to be much of a structure or extra benefit to any of it as a way of player development.
