Raises the question, was the lack of investment not entirely down to them being tight fisted?

I always thought they didn't invest as there would be lots of financial cost to staying up with stadium improvements and such (if my memory serves me correctly the Prem were only okay with us having a temporary stand for 1 season, could be wrong though) but that right there in black and white will almost definitely be the reason. A combination of tightfistedness and self service, he knew he wouldn't be able to dodge it for another season.
