Keir didn't, his mum was a nurse and his father a toolmaker, he got into grammar school then went to the University of Leeds. He's actually pretty 'relatable' in that sense and comes from relatively humble beginnings, but I think because he was a leading QC and the way he comes across people presume he's a poshboy born in wealth like so many are. He doesn't really play it to his advantage.

The fines AFAIK have gone to civil servants, who are not "Tories" by definition.

And the PM wasn't even present at the event that's triggered the latest round of fines.

They weren't all civil servants. SPADs were landed with a lot, and they are political appointments.
