Should we have been a Norwich side 10 years ago?

Norwich back in the Premier League at the first time of asking, could we or should we have been that team who yoyo'ed between the Prem and Championship or did we just enjoy some flukey seasons down to a few players?
 
Often said that if we'd gone up that second time when we lost to West Ham, we'd have been the whipping boys of the Prem, hatred for the Oyston's would have grown (whilst they'd have got richer), Ollie would have gone and we'd have been relegated on record low points. In many ways, that would have ruined the memories of the one season in the Prem we had.
