Okay, let's knock on the head this idea that Boris et al are handing out contracts at all.

The ministers will have final approval of the larger contracts, but by the time it reaches them the details will have been agreed by civil servants, presumably already signed off by the department's permanent secretary, so this idea that they're chanelling money to their cronies is absurd.

The moment Burnham went public the government's room for maneouver was extremely limited; they cannot set a precedent that trying to drag out talks and hold the government to ransom yields results, if they did then every future change in status would go the same way.

Burnham might be spinning it as "standing up for the people of Manchester", the reality is that he's actively working against their interests.

This was in March. The WHO were telling everyone in Feb that it wasn't a pandemic despite it being in over 26 counties - and clearly in loads more.
"We are not in a pandemic," Dr. Sylvie Briand, director of the World Health Organization's Infectious Hazards Management Department said in a press conference on Tuesday, explaining that the virus is currently considered to be an epidemic with multiple locations.
Trust ye not. As for the clowns in charge in the UK - no comment.

Although this 'going right' bit is a bit problematic in terms of finding examples.

16th March, I believe. Clearly, pandemics start out as epidemics. It’s from the Greek... epi- “upon, near to, in addition”... pan- neuter of ‘pas’ meaning “all”.

Experts are allowed to change their judgements as things change. In fact, that’s what makes them experts, as they incorporate new evidence to further their understanding. It’s the scientifically ignorant who stick with the same opinion despite a wealth of new information clearly showing they are wrong. Like Trump.

16th March to be precise, 3 days after they declared it a pandemic.

Co-incidentally the same day as the UK introduced "all remaining measures" as advised by SAGE.

Had the advice come on the 16th Feb, it would still have been too late to make a material difference.

I can think of one example where the above might've been said to have happened, when Gordon Brown ordered the civil service to buy the QE class aircraft carriers over the objections of the advisors, in this exceptional circumstance they asked for "letters of instruction" requiring them to carry out his orders.

Because whether I've heard of the communities secretary or not has no bearing on the thread.

The normal contracting and tendering rules have been suspended due to COVID.
 
Does not change the central point, ministers do not negotiate contracts.
Not the detail , but is it coincidence that partners and friends of key ministers have managed to secure billions worth of contracts, often then failing to deliver? Ministers don't negotiate but have ensured their associates have got them.

Not so much a co-incidence as an inevitability.

I mean first off, the definition of "friends" has been expanded to include people who worked with someone 10 years ago, which is to say a vast pool of people who are all going to be working somewhere in some capacity.

Secondly there's a huge amount of cross-over between the public sector and companies that contract to the public sector, the reason being obvious, they know how the procurement system works and thus are in great demand from companies that want to tender for public sector contracts.

Thus it's practically impossible to award any contract without there being some degree of connection to somebody, and when you're talking about vast numbers of contracts being issued in an emergency like this.....................

Finally, as often as not that connection will be to someone on the oppostion benches, but "government awards contract to friend of opposition MP in totally unbiased process" isn't news, so it doesn't get reported..

I haven’t defamed anyone. I’m currently trying to get the problem of my keyboard randomly adopting bold, sorted out. I’ve heard through grapevine, it’ll be fixed soon.
