This doesn’t bode well ...

It's simply not possible for many people in London to go to work, but avoid public transport. I couldn't do it. I'd have to take a commuter train. I could then walk for 30 mins to my office in the city, but if it was pissing down then my alternative is a bus or the waterloo and city line. I'm lucky, i don't need to go to the office. There are many others without that option - as is proven every time the RMT goes on strike and thousands of commuters queue up for 2 hours just to get to work.
 
To try to cycle into Central London from the ‘burbs is risking life and limb.
The best part of 20 miles on jammed roads, and Drivers becoming increasingly frustrated by the time they have to spend in nose to tail traffic.
 
you Can’t just unwind 15 years of dissuading people from driving in and around the capital, make them pay massive amounts for rail season tickets etc and then expect them to get into work without using public transport. An obvious non starter!
