Twitter - what is to be done?

Is Twitter merely a conduit through which the garbage in society comes to the surface? Is it merely a conduit that, due to its free-for-all nature, causes otherwise sane and reasonable individuals to become disgusting, ranting trolls? Whatever the cause it is plain that, if humanity is to maintain any sort of collective decency and tolerance, something has to be done. But what and by whom?

I was prompted to put this up on the Board, (sorry if it's been done before), by the recent, high-profile, death-threat experiences of both the BBC sports journalist Sonja McLaughlan and the RFU England international Ellis Genge. But this shadow extends way beyond celebrities and politicians. Children take their lead from adult behaviour online and Twitter can be a platform for lots of bullying among the young as well as among adults. Here, on our very own love-in, AVFTT, things have become more raucous than when it started out as AVFTT.co.uk. Is this inevitable? Is Lord of the Flies true? Does humanity have an inbuilt tendency to immorality and anti-social aggression that can only be moderated through an external police-force? I really hope not.
