Arguably owners like Sadler will prove you wrong long term. I think a raft of new owners and Chairman are maybe turning the tide.

Yup but he/they can only do a limited amount of work as say Pilley has done up the road. Every club has a 'glass ceiling' and usually its mid table in the Championship, where after that its risking the future of the club by having a punt for the play offs.
If someone like Mel Morris at Derby who's one of the richest men in the country can't do it,then there's little hope for the rest in what is becoming a fast closing gap.
 
re West Ham and poverty: West Ham have made a bid worth up to £33m for Saint-Etienne's 19-year-old French centre-back Wesley Fofana, who has also attracted interest from Leicester City. (Sky Sports) . I suppose it is all relative.
