Who is the best Manager

I recently listened to a heated debate, who was the best manager Klop or Guardiola. Personally I think both are medicore. Their "skill" is spending zillions of pounds to get the best players and try to shoe horn them into a team. I then compare them to the likes of Shankley and Clough, who inherited an average group of players and through their wit, gile, personality and man-management turned, the individual players and through them the team into a real force within the game. Am I just and old fart looking back through rose tinted glasses? What do others think (mainly on managers, not so much me)?
 
I think Klopp is closest to that definition of great - Clough wasn't averse to spending money and though the fees have gone through the roof, Klopp has some bargain basement (relatively) players and some homegrown players in his side.

What I like about Klopp is he only seems to to spend big when he absolutely needs to. Then he'll spend whatever he's got but he doesn't seem to buy players he doesn't need very often or buy second best. I think that's a skill. I also think he's unquestionably a motivator and some of his squad aren't world beaters on paper.

I think Klopp could do a job in league one. I'm not sure Pep could.

Kenny Burns and John Robertson wouldn't have won European Cups with anyone else.
 
Clough and Shankly wouldn’t succeed at the highest level in today’s game IMHO. Great managers for their time of course, but Klop and Guardiola are just streets ahead in terms of overall ability.
 
Maybe some of you are too young to remember Bob Paisley, Alex Fergusson wasn't too bad either.

Both, not only great football managers but great managers of men too.

Clough, with what he achieved with a little Midlands club has to be up there.

A mention has to go to the managers who have to work with the dross, who have to work with journey men, players well past their sell by date and a couple of nuggets with potential in the lower and non league's.

Could a Clough, Paisley, Klopp or Guardiola get them to play great attacking attractive football?

Agree about Cloughie, great manager. Also Bob Paisley. Paisley has always stood in the shadow of Bill Shankly, but Paisley proved that he was equally as good, if not better.
There are managers who have spent £Millions but have not achieved anything.
Guardiola has proved that he is a great manager as has Klopp. (Or will do at the end of the season).
Apparently Joe Smith, Pool manager who won the F.A. Cup was supposed to have done his management with words like ' Get out there and play some bloody football'. He wasn't a coach. 😜
