That's just 3 weeks before the scheduled start. So clubs will be scrambling to arrange away travel & hotels.
And with a shortened season, there'll be more midweek matches.

I might be wrong, but I think proximity to Championship (and possibly PL) clubs is a factor?
IIRC, we usually play away when PNE are at home as an example
I assume this is why EFL are waiting for Championship to end (legal arguments aside)?

It is probably something to do with the pairing system. All clubs are allowed to nominate a team they don't want to clash with in the scheduling of home games. And I should imagine that at least a few teams will have nominated someone in the EPL. Sheffield Wednesday and Leyton Orient are obvious examples.

Until Wigan’s appeal is resolved we can’t, ‘cause we don’t know who’ll be in the league. Also I’m sure the police will be looking at the usual ‘pairing’ of clubs to divide resources ... so you at least need to know who is in which league

Not as straight forward as that when doing the fixtures you could have two teams in different divisions locally and the police not wanting them on the same day Forest and County could be an example.
