I wouldn’t seek clarification of the law from the police! Anyway, I think you might be mixing up public’s decency and homosexuality laws. Traditionally, it is male homosexuality that was outlawed, particularly as some form of vehicle to adopt a moral high ground or divert from other issues - such as Henry VIII Buggery Act. Sexual acts between women were not seen as either a ‘problem’ nor ’reprehensible’, so often ‘legal’.

public decency is a curious animal in that it had to be an act capable of causing being perceived as ‘lewd, obscene or disgusting’ to two members of the public. Now where does that line get drawn? So people having a wee have been prosecuted. On the other hand (pun alert) one prosecution failed when it was alleged a chap was bashing his Bishop in a public toilet in front of a police office. The defence succeeded that the police were of firm enough stock not to be covered in moral panic. It’s a vague ‘thing’ that changes over time and to different audiences.
