EFL Rule Changes 23/24

A couple of seasons ago I was loaned a season ticket for a premier lg game ,I took my stop watch and did what they are doing this season and guy next to me couldn’t believe it when I showed him ,actual footballing time was 68 mins
 
One particular bugbear of mine is delaying throw-ins or strolling 10-20 yards down the touchline before taking it. If the multi-ball system is fully adopted then they should bring in a 5 second/2 yard rule. If the throw-in isn't taken within that time/distance then the opposition take possession of the ball.
 
Can somebody please explain the following:

Offside
Regarding offside, The IFAB and FIFA have also clarified the guidelines for determining a ‘deliberate play’ by a defender.

A ‘deliberate play’ is when a player has control of the ball and with the possibility of:

Passing the ball to a team-mate; or
Gaining possession of the ball; or
Clearing the ball (e.g., by kicking or heading it)
If a player is considered to be in control of the pass, attempt to gain possession or clearance, this would be a ‘deliberate play’ and the attacker in an offside position should not be penalised for offside. An inaccurate or unsuccessful action does not change the fact that the defender ‘deliberately played’ the ball.
 
We are terrible at taking throw ins... Well we were last season. And I was furious about the amount of times a player received treatment on the pitch right next to the touch line. Should be rolled off the pitch...
