Emergency Services at Central Pier

Anyone know what was happening around tea time? I’m guessing a training exercise? From the Lifeboat house to Central pier, there were Police vehicles, ambulances, coastguard and beach patrol vehicles, loads of them. Finished with an air/sea rescue helicopter coming down to about 100’ next to the pier.
I’ve never seen so many units attending to someone in the water, so that, coupled with it being right next to the RNLI has to make it an exercise?
 
Drove past around 6ish and as described above there were probably a dozen police vehicles and at least 2 Ambulances, plus the helicopter. Didn’t look good.
 
Search and rescue chopper was scouring the coast at very low level about 10pm last night. Wonder if this was connected?
