Was at the Millenium which is harder to get to but that was around 12-14k I think.

For a Papa John's final now at Wembley, would do well to take 15k especially if the fan mood isn't great and not doing well in the league.

Doubt that very much. Bolton are getting crowds of circa 20k and there are lots of supporters who are concerned that they won’t get a ticket (I live in Bolton so know that for a fact) which epitomises the farce that is the ticket allocation.
The stadium will probably be 2/3rds full so why not allow clubs the amount of tickets they can shift
