How VAR works in Argentina (against England)

Just finished watching the England U-20 vs Italy U-20 World Cup game in Argentina, a scrappy game on a terrible pitch. So, second half an England player is blatantly fouled in the box, the Brazilian referee (obviously) doesn't see it and play goes on for something like 5 mins. Then he signals there is a VAR penalty check which takes about 2 secs and he is not told to take a look at it.

Five minutes to go a shot brushes an England player's arm and the ref appears to indicate he saw it but the defenders arm was by his side. Hold on, a couple of Italians are claiming handball. So now we have a forensic analysis of the play leading up to the"penalty" first of all they check offside, it's close but he looks offside. This time the referee is called over to take a look at it and you can guess what happens next. Italy score and they go on to win, deservedly so in my opinion but the way VAR was used to engineer the result was questionable to say the least.
