Just to pick a hole in your theory.

So why did the Oystons employ him in the first place bearing in mind discussions for his transfer targets had already taken place?
Or did he find out the minute after he gave him the job?

Riga was the fans choice

He sold Riga and the fans a dream. He was desperate .

He would have promised Riga the Earth when in reality was prepared to give nothing .

Got Riga signed up sold a load of season tickets and reverted to former self giving nothing .

Riga wasn’t the con artist .

Thankfully Oyston got his comeuppance
 
I remember Riga calling a swanky press conference in either London or Manchester a week after he left to spill the beans. He turned up and told us absolutely nothing. He wasn't the biggest villain of that era but I think he let us all down and was definitely style over substance.
