A VPN stands for Virtual Private Network.
If you are running one it hides what you are doing from ISPs, or anyone - well maybe not the CIA or China.
Think of it this way....
Without a VPN your network connection is obviously pointing at a UK local server/ISP (or a local server wherever you are in the world).
When you run a VPN you have a drop down menu that allows your "local" server to be one in Germany or wherever in the world for example, do not worry how it works - it is irrelevant to you.
TTV only allows people with non-uk local servers to stream the games, therefore if you run a VPN and choose, say Germany as your local server, TTV would think you are in Germany and will let you watch the game. All of which is illegal.
You can download a VPN from the pretty much anywhere on the web, it will appear as an icon on your desktop once installed that you click on, it will then ask you which country do you want to pretend to be in, or it will be in one of the menus - as this is the main use for a VPN they make it easy.
Once running all you internet browsing will run via Germany or wherever you chose - and TTV will be tricked into thinking you are in Germany.
People can recommend VPNs and I will not - but Nord and Express VPN are pretty big.
Again, all very naughty and you should not do it as it is illegal.
