Yes because they’re city that’s growing much quicker that Blackpool is

Blackpool is limited by its small boundary but its still growing outside it, still a Blackpool address like near b and q, but fylde council. No one would say they're not in Blackpool when round there.

It would be helpful if that cash was used for Blackpool like a normal town/city so that when it expands it has more money to improve.

But it's no the case.

Still plenty of space for housing within its boundary for now but means ever reducing greeen spaces.
