Having observed the EFL’s dismal performance at sorting out the conclusion of League 1, I do wonder how they are going to organise the 2020-21 season in terms of getting it started.
I think they need to make it clear that the season will restart on a certain date ( say mid September) and the only input needed from clubs is whether they will participate in the league from that date. And the league needs confirmation that clubs will participate 6 weeks in advance of that. If clubs like Accy would prefer to mothball their club until they can play in front of fans, that’s fine but they miss the whole season and remain in their current division. And have to decide whether they will play on that basis.
The alternative, where the EFL hand over the decision to a majority verdict by the clubs, will just lead to chaos as there is such a divergence of opinions within the clubs in League 1. It isn’t reasonable for clubs who can’t afford to play to stop the League operating as a whole.
In the format I suggest , the same number of teams would be promoted as usual. But if only 18 teams were willing to take part, then only 3 teams would be relegated rather than 4.
