I have just watched rishi sunak on bbc interview trying to say it’s ok for the multi millionaires / billionaires to get the £400 energy assistance help not only for where they live but for their second or more properties
 
Watched him on Sky but he did say for those that don’t need the £400 they could donate it to charity! l guess the reason is it would cost a fair wedge of money to set up a system that differentiates the extremely wealthy from the others, would Council Tax banding work, I’m not sure? Look how difficult it is to recover the Furlough billions that have been illegally claimed and now the Government have given up on it!

Yes, the costs of means testing, along with the delays inherent in managing it are the reasons for Sunak making it universal.
 
The second home one is a bit iffy though. You can only be living in one home at once so giving a double whammy energy payment seems a bit silly.

I get that the admin costs are leading some of not most decisions here.

That was a feature of the system, not a bug. Government covid responses across the west were intended to transfer obscene amounts of public money into the hands of the rich.

It's a completely blunt tool, and there will be numerous cases where people of all types and income will get multiple payments, mainly because of the insistence of a July payment, not allowing time for cross Government system data matching to de-duplicate.

It's quite feasible that thousands will get up to 5 payments.
 
Can’t beat a bit of equality can you. Isn’t that the mantra these days ? Or just when it suits.
I'd prefer those that need it get help. My mum and dad are on gold plated pensions 500k bungalow, 4 foreign holidays a year, money no object. My auntie is 82 and on the bones of her arse, state pension only. Sorry its wrong.
 
I find it rather surprising that Mrs Sunak, who is reputedly worth over £400,000,000, wasn't paying any Income Tax until it was brought up in Parliament.
How many years has she got away with that?
Apparently she claimed that her home was in India, even though she lived here in the UK with her husband.
 
There’s no easy answer to distribution, it’s probably too costly to means test either pensioners or millionaires.

As they are likely to be higher rate taxpayers even with their tax avoidance schemes they’ll still be able to claim tax relief if they donate it to charity. They will still gain, just a bit less.
Also it would be relatively simple way to claim the money back through the self assessment tax system. They can do it for student loan repayments and child benefit which is not universal any longer. I think 50k is the cut off point.
