The problem for the Tories was self inflicted. Boris had the Constituency Chairperson get rid of any remainers on any shortlist, leaving only the Leavers. The talent pool, particularly those who actually understood commerce, was emptied, leaving those approved by Tufton Street. Tufton Street approved any Leavers who followed the Murdoch / Bannerman / Putin line.

To be fair, the latest Government wheeze to reduce overcrowding in prisons is to let them out, so a prison sentence is irrelevant.
