Needs to be taken out of the hands of the ref. Cutting out all the bullshit time wasting would be a major improvement to the game.

Miking up refs the way they do in rugby as well might help reduce the entirely random decisions that refs make every game which are rarely scrutinized.

Independent timekeepers are the way forward, but it has to be sensible. For example, I wouldn't stop the clock for every foul as you'd end up with a 5 minute delay whilst the players get their slide rules out.

Timewasting is the one area I'd go heavy on. If a total of, say, 5 mins are counted some punishment should follow- I don't know what exactly, whether in game or post match. I'd also only add timewasting against the offender. Say there was 6mins added for this and the offending team is 1-0 and has been wasting time since the 46th minute, and the other team scored 2 quickly, that 6 mins should be wiped off.
 
You don't need to set a time of in-play. All you need to do is to punish time wasting properly. If a player kicks the ball away, you have to spend 5 minutes on the sidelines. If the GK takes the piss with goal kick, dish out a yellow card and then a red if they do it again. If a player spends more than five seconds injured, send them to the touchline for five minutes to recover. Timewasting would soon stop if it was actually punished, but it never is. You get players kicking the ball away going unpunished regularly, you get players rolling around in agony for minutes and then getting up as if nothing happened, and you only ever see a GK getting a yellow for timewasting right at the end of the game - what's the point. It isn't a punishment, hence why they continue to do it.
 
When players impede the opposition from taking free kicks and throw ins move them forward 12 yards.

Throw ins players get 20 seconds then the clock stops until the ball is released. Free kicks in the defensive half the same, attacking half one minute.

All the things mentioned seem so simple to implement and wouldn't create any contention, but the authorities seemingly want to endlessly dick about with the offside rule and give what are usually incompetent refs leeway to interpret the rules
 
Jesus with some of the WC games the added time amounted to about 10-15 minutes in total, it would make our rear-guard action even longer should we actually be in the lead.😬
