Would that feel like much of a tournament to anyone? Wouldn't that in effect be akin to going back to 1992 and earlier with 8 teams qualifying, but with even fewer matches?I thought the format of groups in different parts of Europe worked well. Perhaps the 24 countries could engage in a regional pre-qualification for the later stages in future, so the finals hosting is just the last 7 games.
Cheaper all round for host countries and travelling fans (unless your side is one of the last 8 of course).
