I think changing a home tie to an away tie is permissible already with both clubs agreement. It certainly used to be the case some years ago, with non-league clubs drawn first sometimes agreeing to an away match to maximise their share of the gate.If they'd added a clause that says any top flight club who draw a side L1 or lower, the lower league side will be offered the choice of venue (home or away), would that have been a sweetener?
