It will be even more annoying, for both sets of fans if the investigation concludes that FGR have not broken the rules and can stay in the competition. The only saving grace is if the match would have been postponed because of the weather.I bet a few FGR fans have already come up. A bit tough on them.
It appears there are slightly different rules for EFL and FA regarding emergency loans. Possibly they renewed with EFL but forgot to do with FA.On the goalie speculation.
James Belshaw joined FGR on a 7 day emergency loan on 30 Sep. He has appeared in every game since with the same sub keeper on the bench, Jamie Searle. First choice keeper Luke Daniels appears to be still injured. There's nothing wrong with renewing emergency loans on a week by week basis but if you forget one week that probably will have consequences. Just speculation on my part and it could be a load of tripe.

Sounds like the emergency loan must be registered 24 hours prior to the cup tie. Their keeper is apparently on a week by week emergency loan. So maybe they forgot to do it for the first round but did it yesterday morning and the FA suddenly realised there was a problem?
