I can only think they're having problems deciphering the word 'ineligible', and have therefore reached a bit of an impasse, with some members of the board interpreting the word correctly, whilst other members are incorrectly insisting on reading it, quite falsely, as addressing a player of extraordinary (i.e. 'incredible') talent, thereby throwing the decision-making process into complete and utter chaos.
Presumably, the question of eligibility is not straightforward, FGR must have thought he was eligible, they presumably had grounds for this, quite what the problem is we don't know.

That reminds me of the time we had to apply for re-elction after fielding a youth player (Brian Butler?) who we thought we'd just registered in time but the FL hadn't received the paperwork.
