Perhaps the BBC should have named the term by reference to its widespread usage in various rap music tracks to at least give us a clue.

You used to be able to buy wool which colour was packaged as “ni**er brown” was it racist at the time? Was it used as a derogatory term or as a word to describe a colour? Oh and by the way it was sold in a shop called “Blacks” on deans gate.
