It seems he has had an ankle injury and has hardly featured this season.

Rangers thought that Charlie wasn't good enough for them. United though that Pogba and Zaha weren't good enough. Clubs get things wrong, sometimes players need regular first team football to really push on. He could have a ceiling as a mid table Championship player which wouldn't help them, but still be a tremendous asset to us.

You say he might not be Orem level, which if true means we would be developing him for secondary market rather than the primary market if a premier league club. We need match fit, proven at this level and preferably tall and strong who can improve our team now and get us in a playoff position which we’ve been close to all season.
