Malta did what a lot of poorer teams do against the better side. They put a lot of players behind the ball and make it very difficult for teams to break them down because of the sheer number of defenders. It makes for boring football. Especially when teams continue with that tactic even after going 1.0 just to avoid a heavy defeat. They then just hope for a lucky break away goal.
There is no way you can stop it.
Maybe seeding the better teams so they dont have to go through these turgid qualifying matches.

How many players get booked or a foul given against them for arriving a split second late into a tackle and they get the man not the ball? Happens in every match many times over. That's what happened last night with Kane. Kane got there first and the keeper made contact which he still would have done even if Kane hadn't made sure he did. It was a penalty just as it would have been a free kick if it had been two outfield players outside the box.
